EXT. ROOFTOP
Lucius arrives by helicopter in Hong Kong on Lau's rooftop.

LAU'S ASSISTANT
Welcome to Hong Kong, Mr. Fox. Mr Lau regrets he isn't able
to greet you in person today.

LUCIUS
I understand.

INT. BUILDING
Lucius reaches a security checkpoint.

LAU'S ASSISTANT
For security purposes, I'm going to have to ask you to check in your mobile.

LUCIUS
Of course.

Lucius meets Lau.

LAU
I must apologize for leaving Gotham in the middle of our negotiations. This misunderstanding with the Gotham police force. I couldn't let such a thing threaten my company.

LUCIUS
Of course.

LAU
A businessman of your stature will understand that with you here now, we can continue.

LUCIUS
Well I do appreciate you bringing me out here in such style Mr Lau ...

Fox's cell phone rings.

LAU
We do not allow cell phones in here.

LUCIUS
Oh sorry, forgot I had it. I really came to tell you that our business deal has to be put on hold.
We can't afford to be seen to do business with ... whatever it is you're accused of being.
I'm sure a businessman of your stature will understand.

Lau stands up, annoyed.

LAU
I think Mr Fox, a simple phone call might have sufficed.

LUCIUS
Mr. Wayne didn't want you to think that he was deliberately wasting your time.

LAU
Just accidentally wasting it.

LUCIUS
That's very good Mr Lau. Accidentally, very good.

A security officer brings Lucius his cell phone.

SECURITY OFFICER
Hey, sir!

Lucius shows the security officer another cell phone and leaves. The security officer puts Lucius' cell phone back. Lucius meets Bruce.

INT. OFFICE

LUCIUS
A better view from the train.

BRUCE
How's the view from LSl hallways?

LUCIUS
Restricted. Lau has held up the networking tight.

BRUCE
What is this?

LUCIUS
I had RND work it up. It sends out a high frequency pulse
records in response time.

BRUCE
For mapping an environment. Sonar, just like a ...

LUCIUS
A submarine, Mr. Wayne.

BRUCE
And the other device?

LUCIUS
It's in place. Mr Wayne, good luck.

INT. LAU'S OFFICE
Batman breaks into Lau's office at night.

LAU
Where are the police?

LAU'S BODYGUARD
They are coming.

LAU
Then what the hell am I paying them for?

Batman grabs Lau and leaves with a parachute that is picked up by a plane.

EXT. POLICE STATION
Lau is tied with a note that says "Please deliver to Lieutenant Gordon."

INT. POLICE STATION
Rachel interrogates Lau in the police station. Gordon and Harvey are watching
Lau through the window.

RACHEL
Look, give us the money and we'll talk about making a deal.

LAU
The money is the only reason I am still alive.

RACHEL
Oh, you mean when they find out that you've helped us they're going to kill you?

LAU'S LAWYER
Are you threatening my client?

RACHEL
No, I'm just assuming your client's cooperation with this investigation.

LAU
As well everyone.

RACHEL
No? Okay. Enjoy your time in county Mr Lau.

LAU
Wait. I won't give you the money. But I will give you my clients. All of them.

RACHEL
You were a glorified accountant. What could you possibly have on all of them that we could charge?

LAU
I'm good with calculation. I handled all the investments. One big pot.

GORDON
Got it.

RACHEL
One minute.

Rachel goes out to talk with Harvey and Gordon.

HARVEY
If they pull their money we can charge them all as one crew on conspiracy.

GORDON
Charge them with what?

RACHEL
In a Reiko case, if you can charge one of the conspirators with a felony, you can charge all of them with it. That's great.

Rachel goes back to the interrogation room.

RACHEL
Mr Lau. What kind of details do you have about this communal fund?

LAU
Edgers, notebooks ...Immunity, protection and a chartered plane back to Hong Kong.

RACHEL
After you testify in open court. And I'm just curious. with all your clients locked up,
what's going to happen with all that money?

LAU
Like I said, I am good with calculation.

GORDON
He can't go to county, I'll keep him here in the holding cells.

HARVEY
What is this Gordon, your fortress?

GORDON
Do you trust them over at county?

HARVEY
I don't trust them here.

GORDON
Lau stays.

INT. RESTAURANT
The mobsters are watching Batman on TV. Gordon vists them.

MARONI
Well, I don't know about Mr. Lau's travel
arrangements, but I'm sure glad he's back.
He would, we should have hired the clown.

RUSSIAN MOBSTER
He was right, we have to fix real problem. Batman.

MARONI
I'm not aware of any participation
by the Batman in the investigations.

GORDON
Our boy looks good on the tube

MARONI
You sure you want to embarrass me
in front of my friends lieutenant?

GORDON
No, don't worry. They're coming too.

The police arrest all of them.

RAMIREZ
Have a nice trip. See you in the next fall.

INT.THE COURT
All the mobsters are in the trial room at once.

JUDGE
712 counts of extortion, 849 counts of racketeering, 246 counts of fraud,
87 counts of conspiracy, murder...527 counts of obstruction of justice.
How do the defendants plead?

All the criminals start talking.

JUDGE
Order in court.

INT. MAYOR'S OFFICE

MAYOR
549 criminals at once. How did you
convince Surrillo to hear this farce?

HARVEY
She shares my enthusiasm
for justice. After all she is a Judge.

MAYOR
Even if you blow enough smoke
to get convictions out of Surrillo,
you're going to set a new record
in appeals for quickest kick in the ass.

HARVEY
It won't matter, the head guys make bail,
sure. But the midlevel guys, they can't.
They can't afford to be off
the streets long enough for trial and appeal,
they'll cut deals that include some jailtime.
Think of all you can do
with 18 months of clean streets.

GORDON
Mr. Mayor, you can't ...

MAYOR
Get out, both of you.

Gordon and a policeman leave. Only Harvey stays.

MAYOR
Sit down. The public likes you.
That's the only reason that this might fly.
But that means it's on you. They are all going
to come after you now and not just the mob.
Politicians, journalists, cops. Anyone
whose wallet is about to get lighter.
Are you up to it? You better be,
because if they get anything on you
those criminals are back on the streets ...
Followed swiftly by you and me.

INT. WAYNE ENTERPRISES
Alfred is talking to Bruce.

ALFRED
I think your fundraiser will be a great success sir.

BRUCE
And why do you think I want to hold a party for Harvey Dent?

ALFRED
Well, I assumed it was your usual reason for socializing
beyond myself and the scum of Gotham's underbelly.
To try to impress Miss Dawes.

BRUCE
Very droll, but very wrong. Actually it's Dent.

Bruce notices something on the TV and turns it on.

REPORTER
The police disclosed the footage found at scene of the body.
Sensitive viewers please be aware: the image is disturbing.

The Joker has captured a fake Batman. He is tied up.

JOKER
Tell them your name.

BRIAN
Brian.

JOKER
Are you the real Batman?

BRIAN
No! No!

JOKER
Then why do you dress up like him?

BRIAN
He's a symbol... that we don't have to be afraid of scum like you!

JOKER
Yeah, you do, Brian. You really do! So you think Batman has made Gotham a better place?
You see this is how crazy Batman has made Gotham. If you want to order in Gotham the Batman
must take off his mask and turn himself in! And every day he doesn't, people will die! Starting tonight. I'm a man of my word.

The Joker kills Brian. He screams.

INT. WAYNE MANOR
Rachel and Harvey attend Bruce's fundraiser.

RACHEL
Harvey Dent, scourge of the underworld, scared stiff by the trust fund brigade.I'll be back.

DENT
Rachel!

ALFRED
A little liquid courage, Mr Dent?

DENT
Alfred, right?

ALFRED
That's right, sir.

DENT
Rachel talks about you all the time. You've known her for her whole life?

ALFRED
Not yet, sir.

DENT
Any psychotic ex-boyfriends I should be aware of?

ALFRED
Oh, you have no idea!

Bruce arrives by a helicopter.

BRUCE
I'm sorry that I'm late, but I'm glad to see that you all got started without me.
Now, where is Harvey? Where is Harvey Dent, the man of the hour!
And where's Rachel Dawes, she is my oldest friend. Come here.
When Rachel first told me that she was dating Harvey Dent, I had one thing to say:
"The guy that was cut off from those awful campaign commercials,
I believe in Harvey Dent? " Yeah nice slogan, Harvey.
But you caught Rachel's attention.
Then I started to pay attention to Harvey and all that he's been doing as our new DA.
And you know what? I believe in Harvey Dent.
I believe that on his watch Gotham can feel a little safer.
A little more optimistic.

Bruce points to Harvey.

BRUCE
Look at this face. This is the face of Gotham's bright future. To Harvey Dent.
Let's hear it for him.

Rachel speaks to Bruce in the balcony.

RACHEL
Harvey may not know you well enough
to understand when you are making fun of him.
but I do.

BRUCE
No, I meant every word. You know that day that you once told me about
when Gotham would no longer need Batman? It's coming.

RACHEL
Bruce ...You can't ask me to wait for that.

BRUCE
It's happening now. Harvey is that hero. He locked up half of the city's criminals and he did it without wearing a mask. Gotham needs a hero with a face.

Harvey appears.

HARVEY
You throw a party Wayne, I'll give you that. Thanks again. You mind if I borrow Rachel?

INT.POLICE STATION

RAMIREZ
Lieutenant, that Joker card pinned to the body? Forensics found 3 sets of DNA.

GORDON
Any matches?

RAMIREZ
All three. The DNA belongs to Judge Surrillo, Harvey Dent, and Commissioner Loeb.

GORDON
The Joker is telling us who he's targeting. Get a unit over to Surrillo's house. Tell Wuertz to find Dent. Get them both into protective custody. Where's the commissioner?

RAMIREZ
City Hall.

POLICE1:
Seal the building. No one in or out until I get there.

POLICE2:
Got it.

JUDGE
Gordon! What are you up to?

GORDON
We're secure. I want a floor by floor search of the entire building.
Sorry sir, we believe the Joker has made a threat against your life.

POLICE1:
These are dangerous people, Judge.

JUDGE
Yes, but you're not giving me an awful lot of information.

POLICE1
Even we don't know where you're going.

POLICE2
Take the envelope. Get in, open it. It'll tell you where you're headed.

HARVEY
You can not leave me alone with these people.

RACHEL
The whole mob is after you and you're worried about these guys?

HARVEY
Compared to this, the mob doesn't scare me.

INT. COMMISSIONER'S OFFICE

COMMISSIONER
Gordon, you're unlikely to discover this for yourself, so..
Take my word, the Police Commissioner has a lot of threats.
I found the appropriate response to these situations a long time ago.

The commissioner takes out a bottle of alcohol.

INT. WAYNE MANOR

HARVEY
Them gunning for you
makes you see things clearly.

RACHEL
Yeah, I bet.

HARVEY
Yeah, it makes you think about things you couldn't stand losing.
About who you want to spend the rest of your life with.

RACHEL
It's a pretty big commitment.

HARVEY
Well, not if the Mob has their way.

INT. COMMISSIONER'S OFFICE

COMMISSIONER
It'd be good to explain to my wife
why I'm late for dinner tonight.

GORDON
Sir, the Joker card had traces of your DNA on it.


INT. WAYNE MANOR

RACHEL
Don't do that.

HARVEY
Alright. Let's be serious then.

RACHEL
Okay.

HARVEY
What's your answer?

RACHEL
I don't have an answer.


INT. COMMISSIONER'S OFFICE

COMMISSIONER
How'd they get my DNA?

GORDON
Somebody with access to your office or your house
must have lifted a tissue or a glass...

The commissioner starts to drink something.

GORDON
Wait!

INT. WAYNE MANOR

HARVEY
I guess the answer is no.

RACHEL
Harvey ...

HARVEY
It's someone else, isn't it?

RACHEL
Harvey!

HARVEY
Just tell me it's not Wayne, the guy's a complete-

Bruce comes behind Harvey and puts him in a sleeper hold to knock him unconscious. Rachel is shocked.

RACHEL
What are you doing?

INT. COMMISSIONER'S OFFICE
The commissioner collapses.

GORDON
Get a medic!

INT. WAYNE MANOR
The Joker arrives at the party.

JOKER
We made it! Good evening, ladies and gentlemen. We are tonight's entertainment! I only have one question. Where is Harvey Dent? You know where Harvey is? You know who he is?

INT. HALL
Bruce runs into one of the Joker's men.

HENCHMAN
Hands up, pretty boy!

Bruce hits him and knocks him out.

INT.PARTY HALL
Joker asks a rich person about Harvey in a threatening way.

JOKER
Do you know where I can find Harvey? I need to talk to him about something, something little. No. ..

INT. WAYNE MANOR ROOM
A man and woman notice Bruce has entered the room.

MAN
What's going on out there? Wayne!

Bruce enters a passage which is hidden, ignoring them.

WOMAN
Ah, thank God you've got a panic room. Wait! You got to be kidding me.

INT.PARTY HALL

JOKER
You know, I'll settle for his loved ones.

RICH PERSON
We're not intimidated by thugs!

JOKER
You know, you remind me of my father. I hated my father!

Joker threatens the rich person with a knife.

RACHEL
Okay stop!

Joker approaches Rachel.

JOKER
Well, hello beautiful! You must be Harvey's squeeze!
And you are beautiful. You look nervous. Is it the
scars? You want to know how I got them? Come here. Hey!

Joker threatens Rachel with a knife.

JOKER
Look at me. So I had a wife, beautiful, like you, who tells me I worry too much.
Who tells me I ought to smile more. Who gambles and gets in deep with the sharks
One day, they carve her face. And we have no money for surgeries. She can't take it.
I just want to see her smile again, hmm? I just want her to know that I don't care
about the scars. So... I stick a razor in my mouth and do this... to myself
And you know what? She can't stand the sight of me! She leaves. Now I see the funny side.
Now I'm always smiling!

Rachel kicks him.

JOKER
A little fight in you. I like that.

BATMAN
Then you're going to love me.

Batman kicks Joker

They fight. then Joker takes Rachel as a hostage.

BATMAN
Drop the gun.

JOKER
Oh, sure! You just take off your little
mask and show us all who you really are.

BATMAN
Let her go.

JOKER
Very poor choice of words!

Joker pushes Rachel down out the window. Batman jumps down and saves Rachel.

BATMAN
Are you alright?

RACHEL
Let's not do that again ...Is Harvey okay?

BATMAN
He's safe.

RACHEL
Thank you.

INT.BUILDING

HARVEY
Jim, it's over!

GORDON
As long as they don't get to Lau.
we've cut off their funds.

HARVEY
But the prosecution is over!

GORDON
Nobody's standing up in front of a judge while judges
and police commissioner are getting blown away.

GORDON
What about Dent?

JIM
If he's got any sense.
Dent's halfway to Mexico.

GORDON
So where do you keep your trash?

INT. PRISON
Harvey goes to see Lau.

HARVEY
You're due at court. I need you alive long enough
to get you under record.

LAU
You can't protect me. You can't even protect yourselves.

HARVEY
If you refuse to cooperate you're not coming back here, you go to county.
How long you calculate you'll last in there?

EXT. ROOFTOP

BRUCE
Targeting me won't get their money back. I knew the mob wouldn't go down
without a fight, but this is different. They've crossed the line.

ALFRED
You've crossed the line first,sir

ALFRED
You squeezed them, you hammered
them to the point of desperation.

ALFRED
In their desperation, they turned to
a man they didn't fully understand.

BRUCE
Criminals aren't complicated Alfred.
We just need to figure out what he's after.

ALFRED
With respect, master Wayne, perhaps this is a man you don't fully understand either.
A long time ago I was in Burma. My friends and I were working for the local government.
They were trying to buy the loyalty of tribal leaders by bribing them with precious stones.
But their caravans were being raided in a forest north of Yangoon by a bandit.
So, we went looking for the stones. But in 6 months we never met anyone who traded with him.
One day, I saw a child playing with a ruby the size of a tangerine. The bandit had been
throwing them away.

BRUCE
So why steal them?

ALFRED
Well, because he thought it was good sport. Because some men aren't looking
for anything logical, like money. They can't be bought, bullied, reasoned, or
negotiated with. Some men just want to watch the world burn.

INT. APARTMENT
Gordon is investigating a crime scene with Batman.

GORDON
Get the names.

POLICE
Richard Dent
Patrick Harvey

GORDON
Harvey Dent.

BATMAN
I need 10 minutes with the scene
before your men contaminate it.

POLICE
Us contaminate it? It's because
of you these guys are dead ...

GORDON
Detective! Just a minute guys.

The police leave.

BATMAN
It's brick underneath.

GORDON
You going to take ballistics off a shattered bullet?

BATMAN
No. Fingerprints.

GORDON
Obituaries. Mayor Anthony Garcia. Whatever you're going to do, do it fast.
Because we found his next target. He's put it in tomorrow's paper.

INT. BATMAN'S BASE
Batman does a series of tests.

ALFRED
I'm not sure you made it loud enough, sir.

INT. WAYNE ENTERPRISES
Reese wants to talk to Lucius.

LUCIUS
What can I do for you Mr Reese?

REESE
You wanted me to do the diligence on the LSI holdings deal again.

REESE
Well, I found some irregularities.

LUCIUS
Our CEO is in police custody.

REESE
No, not with their numbers. With yours. Applied sciences.
A whole division of Wayne
Enterprises just disappeared, overnight.
I went down to the archives and
I started pulling some old files.

The accountant opens a design specification of the Bat-Mobile .

REESE
Don't tell me you didn't recognize your baby out there
pancaking cop cars on the evening news.

Lucius seems to be surprised.

REESE
Now you got the entire RND department burning through cash
claiming it's related to cellphones for the army?
What are you building for him now, a rocket ship?

The accountant sits back arrogantly in his chair .

REESE
I want 10 million dollars a year for the rest of my life.

LUCIUS
Let me get this straight. You think that your client, one of the
wealthiest, most powerful men in the world is secretly a vigilante,
who spends hisnights beating criminals to a pulp ...with his bare hands.
And your plan is to blackmail this person?

Reese is dumbfounded by his words.

LUCIUS
Good luck.

Reese stands up .

REESE
Keep that.

The accountant leaves the office without the evidence.

INT.BASE
Alfred and Bruce look at the display .

ALFRED
This is your original scan.

The display shows the graphic that the pieces of the bullet are restructuring .

ALFRED
Here it is re-engineered.

BRUCE
And there's the thumbprint he left when he pushed the round in the clip.

Bruce leaves.

ALFRED
I'll get you a copy.

INT.BASE(LABORATORY)

LUCIUS
Mr. Wayne, did you reassign RND?

BRUCE
Yes, government telecommunications project.

LUCIUS
I wasn't aware we had any government contracts.

BRUCE
Lucius, I'm playing this one pretty close to the chest.

LUCIUS
Fair enough.

INT. BRUCE'S APARTMENT

TV REPORTER
With no word from the Batman. Even as they mourn Commissioner Loeb.
These cops have to be wondering if the Joker will make good on
his threat in the obituary column of the Gotham Times to kill the mayor.

ALFRED
I've checked all the databases. There are four possibles.

BRUCE
Cross reference the addresses. Look
for Park Side, overlooking the parade.

ALFRED
I got one! Melvin White, 1502 Randalf Apartments
Aggravated assault, moved to Arkham twice.
